NOTICE

REQUEST FOR QUALIFICATIONS

REGIONAL TRAINING FACILITY FOR FIRE AND POLICE

  1. The City of Lowell is requesting statements of qualifications from qualified architectural firms interested in providing professional design services for the Regional Training Facility for Fire and Police. This RFQ does not constitute a contract for services performed or to be performed. Following the selection of the consultant, the City will negotiate a finalized scope of services.

B) The scope of the project includes the design, permitting, and construction administration of the Regional Training Facility. The facility will serve as a comprehensive training center for both fire and police departments, featuring classrooms, training grounds, and specialized equipment areas.

C) Qualifications shall include:

  • Cover letter
  • Project understanding and approach
  • Project schedule
  • Project staffing and organizational chart
  • Qualifications of the architect/project manager
  • Similar project experience
  • Description of additional services
  • Two references for similar projects completed in the last five years

Qualifications should identify project managers, experience and education of key personnel, and proximity and familiarity with the project area. Firms shall not include a fee schedule with proposals.

 

 

D) Firms will be considered based on:

  • Experience of the firm
  • Experience and qualifications of the personnel
  • Team availability and schedule
  • Understanding of the project and project approach
  • Quality and responsiveness of the proposal
  • Proximity and understanding of the City of Lowell

E) Conditions of the Statement of Qualifications: All costs associated with the preparation of the statement in response to the RFQ will be the responsibility of the preparer and will not be reimbursed. The City of Lowell reserves the right to reject any and all proposals and to waive irregularities in proposals received in response to the RFQ. Filing of a proposal with Lowell in response to this invitation shall constitute an agreement of the proposer to these conditions.

 

RFQ SCHEDULE

  • Request for qualifications issued: September 27, 2025
  • Deadline for receiving proposal inquiries: October 20, 2025
  • Proposals due: October 27, 2025

Please submit 6 paper and 1 electronic copies of the proposal. Submissions shall be received no later than [time, day of week, month/date/year]. Proposals must be submitted in a sealed envelope with the proposal title and closing date clearly identified. Late proposals will not be accepted.
