ESSENTIAL DUTIES AND RESPONSIBILITIES: The following duties are essential to this position. Please note that reporting relationships, work assignments, and work schedules may change to meet the needs of the City or operational demands. Regular attendance and the ability to represent the City professionally when interacting with the public are crucial. This position also requires working collaboratively and respectfully with supervisors and co-workers. Additional duties may be assigned as needed. 

Review building and development plans submitted to the inspector's office to ensure that drawings comply with building, electrical, plumbing, and zoning ordinances. Address and respond to citizen concerns about potential code violations. 

Issues permit and notify relevant parties of any deficiencies in their plans, ensuring that contractors are fully informed of the necessary requirements. Additionally, inspections of properties, structures, and facilities within the community are conducted to ensure compliance with applicable codes and standards. 

Consults with contractors, developers, architects, engineers, property owners, residents, and other staff regarding permit requests; coordinates necessary corrections, changes, and resolutions for code violations. 

Consult and collaborate with city code enforcement as needed. 

Conducts all required field inspections according to the codes, including footings, slabs, frames, electrical, and HVAC inspections. Additionally, inspects utility lines and reviews preliminary and final plats for completeness and accuracy in accordance with code specifications. 

 

It is essential to review the state licenses of plumbers and electricians, ensuring that these licenses are renewed in compliance with applicable regulations and ordinances. 

Additionally, the position requires researching code-related inquiries to facilitate accurate interpretation. 

The individual will acquire job-related knowledge through on-the-job training by attending classes focused on property development requirements and interpreting codes and plans. 

Other related duties may be assigned as necessary to support operational objectives.  

QUALIFICATIONS: To perform this job successfully, the individual must be able to complete each essential duty satisfactorily. Compensation for this position will be determined based on experience and qualifications. Experienced applicants with certificates and licenses will be considered for a higher pay rate. In comparison, those without experience or qualifications will be classified as apprentices and start at a lower rate. Pay will gradually increase as benchmarks are met with additional experience and responsibility.  

CERTIFICATES, LICENSES, REGISTRATIONS: 

  • Must obtain State Electrical, Plumbing, and HVAC Inspectors License within one (1) year of employment as allowed by the State of Arkansas. 

  • Must obtain certification of Residential and/or Commercial Building Inspector from the ICC (International Code Council) within two (2) years of employment. 

EDUCATION and/or EXPERIENCE: High school diploma or general education degree (GED). Some experience in the building or construction trade is preferred. 

LANGUAGE SKILLS: The ability to read, analyze, and interpret various documents, including general business periodicals, professional journals, technical procedures, and governmental regulations. This includes comprehending construction plans, technical codes, specifications, legal descriptions, and maps.  

Additionally, strong communication skills are essential for effectively conveying information, both orally and in writing. This involves presenting information clearly, responding to questions, and engaging in discussions with developers, contractors, owners, and residents, all while providing accurate information about codes courteously and diplomatically. 

Furthermore, reading and interpreting documents such as safety rules, operating and maintenance instructions, and procedure manuals is essential. The ability to draft routine reports and correspondence is also necessary, along with the capability to speak effectively in front of groups, whether customers or employees of the organization.  

MATHEMATICAL SKILLS: Understand and apply fundamental concepts to solve mathematical problems with a calculator. Perform precise measurements and geometric calculations and accurately interpret measurement instruments, including a tape measure, measuring wheel, and a level, to achieve reliable results.  

REASONING ABILITY: Able to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

This position requires the employee to frequently stand, walk, and communicate effectively. Occasionally, sitting may be necessary, along with the use of hands for tasks like finger manipulation, handling, and feeling objects. The employee must be able to reach with hands and arms, climb, maintain balance, and perform tasks such as bending, kneeling, crouching, or crawling as needed.  

The role involves frequently lifting and/or moving items up to 10 pounds, with occasional lifting of items up to 50 pounds. Specific vision abilities required include close vision, color vision, and depth perception.
