The Department of Community Development is comprised of Engineering, Planning, Economic Development and Special Events. The divisions of Planning, Engineering and Economic Development work together to guide and manage the growth and development of the City of Lowell and enhance the quality of life for the city’s residents, visitors and businesses.

To assist the public in managing the development of the community in order to protect and preserve the quality of life, promote a sound economic base, ensure appropriate design, and safe construction, all in balance with the constraints of the City's environment and resources.
To achieve and maintain the most reasonable, dynamic and robust business climate in the Northwest Arkansas community, by aggressively pursuing all avenues of growth for new and existing businesses, towards the goal of maximizing employment opportunities, tax base and quality of life.

Lowell, Arkansas is a progressive community located in the Northwest Arkansas metropolitan region. As of the 2020 census, the city had a population of 9,839. Northwest Arkansas has an estimated population of over 500,000. Located in the center of the NWA metropolitan region, Lowell is considered to be the hub of Northwest Arkansas. The City is accessible from I-49 and highway 71B and is within a 20-minute drive of the Wal-Mart Home office, Tyson Corporate Headquarters and the University of Arkansas. Lowell is home to JB Hunt Transport and many of the region’s transportation terminals.
